AlzChem Group AG comments on the restriction report  issued by the European Chemicals Agency on the use of calcium cyanamide as a fertilizer

Trostberg, September 25, 2019 – As the only manufacturer of calcium cyanamide in the EU, AlzChem Group AG (WKN: A2YNT3) is providing more information at the beginning of the public consultation proceedings regarding the proposal from the European Chemicals Agency (ECHA) published on August 14, 2019, to restrict the use of calcium cyanamide as a fertilizer. In its dossier, the ECHA proposes to no longer allow to market calcium cyanamide as a fertilizer in the EU after a transitional period of three years. This would be the case if no new findings were taken into consideration in the course of the further proceedings and if the EU Commission were to fully endorse this proposal. A decision by the EU Commission is not expected before the end of 2020, as a public consultation procedure and various expert committee meetings have yet to take place.

AlzChem comments on the proposal of the ECHA regarding the use of calcium cyanamide as follows:

AlzChem expressly welcomes a scientifically based risk assessment of calcium cyanamide as a fertilizer. At the same time, however, such a risk assessment must be based on realistic assumptions and its requirements must be designed in such a way that they can also be applied to other fertilizers – without questioning the use of fertilizers in agriculture as such. This is currently not the case: the rules of the European Chemicals Regulation (REACH-VO) cannot be applied to fertilizers that easily. The ECHA has also overlooked the fact that a number of requirements and restrictions that address the concerns that are now being expressed have already been imposed on nitrogen fertilization.

Furthermore, the extensive studies submitted by AlzChem in recent months have not yet been taken into consideration by the ECHA for time reasons. In addition, as the ECHA itself notes, it is quite possible that alternatives to using calcium cyanamide as a fertilizer will not reduce the environmental risks identified by the EHCA at all.

Against this backdrop, we believe that the results of the restriction report published on August 14, 2019, are not sufficiently reliable. AlzChem therefore intends to use the public consultation that is to begin today to refute this assessment by the ECHA. We remain convinced that the use of calcium cyanamide as a fertilizer that has been practiced for decades does not pose any risks that would justify such a step.

AlzChem regrets any possible concerns of its customers as a result of the restriction report published. The company takes its product monitoring obligation very seriously as demonstrated by more than 50 years of long-term tests that document the excellent effects of calcium cyanamide on soil fertility and the biological activity of the soil – without causing any noticeable harm to either humans or the environment.
